Seven weeks after 1 July 2026, the conversation with Italian fleet managers is changing. The questions are no longer “do I need to install the tachograph?” or “which workshop do I choose?”, they have become “how do I structurally manage the data that the G2V2 produces?”, “how often do I download?”, “who is responsible in the company?”, “what do I archive and where?”. This is an upper-level conversation, ordinary management of a compliance asset.
In this playbook we put together concrete operational procedures for an SME fleet from 5 to 100 vehicles: legal deadlines, who does what, manual vs. automation, archiving, GDPR and EU Data Act, analytical leverage of the data. Legal deadlines (that cannot be moved)
Regulation (EU) 165/2014 imposes three types of download, each with a minimum frequency:
- Driver card: download within 28 days of the last recording, otherwise older data is overwritten.
- Vehicle mass memory (VU): download within 90 days of the previous download.
- Retention: downloaded data must be retained for at least 1 year in a secure archive accessible to control authorities.
Penalties for missed download are €419-1,689 per vehicle or driver in violation, applicable cumulatively if a check finds multiple overlapping deadlines. Operational rule: the three deadline types must be managed as three separate chains, each with its own calendar.
Who does what: the three operational roles
For an SME fleet it is rational to distinguish three responsibilities:
Driver
- Insert the card at the start of the shift, remove it at the end
- Correctly categorise non-driving activities (with menu on the VU)
- Notify the company of anomalies or malfunctions detected by the device
- NOT responsible for data download (this is a company responsibility)
Fleet manager / compliance lead
- Ensure downloads occur within deadlines (manual or automatic)
- Archive data in the company system
- Generate periodic reports for internal audits
- Identify and manage violation alerts
- Update internal procedures based on operational changes
Technician / external consultant (optional)
- Perform manual download with key + company card (if not automated)
- Periodic calibration verification (beyond mandatory biennial)
- Support for G2V2 technical anomalies
For fleets above 15-20 vehicles a dedicated fleet manager is practically mandatory. Below this threshold the role can be filled by the owner with support from a consultant.
Manual vs. automation: the structural decision
The G2V2 supports three download modes, in increasing order of automation.
Mode 1 — Manual download via key + company card
The operator physically goes to the vehicle, inserts the company card in the VU, connects the download key via tachograph interface, downloads the .ddd file, copies it to the company system. Legally compliant procedure, operationally not scalable above 5-6 vehicles.
Cost: negligible (one-time key €200-400, operator time). Time per download: 15-25 minutes per vehicle. Scalability limit: every 90 days 90+ minutes × n. vehicles. For 10 vehicles that’s 15 hours of work every 90 days = ~3 hours/week.
Mode 2 — Download via ITS interface (Bluetooth/Ethernet)
The G2V2 exposes data via standardised ITS interface. A telematic device installed on the vehicle (OBD-II plug, CAN bus, or OEM integrated interface) reads the data and transmits via cellular to the provider’s cloud. Download happens automatically within deadlines.
Cost: €8-15/vehicle/month service + one-time hardware if needed. Advantages: no manual operational intervention, deadlines respected by default, proactive anomaly alerts. Compatibility: ITS standard works with all certified G2V2 devices.
Mode 3 — OEM cloud without additional hardware
Most recent vehicles (Sprinter 2022+, post-facelift Ducato 2024, Master with Renault connectivity) expose G2V2 data directly to the manufacturer’s cloud, accessible by third parties via API under EU Data Act provisions.
Cost: depends on OEM contract (some included with vehicle, others €5-12/month). Advantage: zero additional hardware to install. Limitation: not all vehicles support, and not all fleet management platforms know how to read every OEM cloud.
The rational decision by fleet size
- 1-5 vehicles: manual download can work, with reserve to switch to automation if the fleet grows.
- 6-15 vehicles: automation strongly recommended. The cost (~€100-200/month) pays for itself with operator time saved.
- 16-100 vehicles: automation practically mandatory. Manual management is a ticking time bomb (one missed download = one penalty).

The archive: what, where, how long
Downloaded data must be retained in a structured way:
What to archive
- Full
.dddfiles (standard tachograph format) - Download reports digitally signed (with timestamp and operator identification)
- Calendar of executed downloads (date, operator, outcome)
- Any certificates of device errors detected
Where to archive
Three criteria must be met:
- Accessibility: data must be retrievable in case of inspection within reasonable times (generally 24-48 hours)
- Integrity:
.dddfiles must not be modifiable (digital signature or versioning system with access log) - Security: data contain personal information of the driver, subject to GDPR
Practical options:
- Local company folder (NAS or internal server) with backup. OK for small fleets.
- Company cloud (SharePoint, Google Drive with restricted access). OK with careful permission configuration.
- Dedicated fleet management platform. Automatically compliant.
For how long
Legal minimum: 1 year. Best practice: 5 years (aligned with the limitation period for some sanction types and tax audits). For personal data of a driver who has left the company, retention times must be reviewed after termination based on residual purposes (e.g. compliance archive).
GDPR and EU Data Act: what changes
Tachograph data are personal data of the driver under GDPR. The company is data controller and must:
- Information notice: the driver must be informed of processing purposes (compliance, fleet management, audit)
- Legal basis: typically legal obligation (compliance) + legitimate interest (efficient management)
- Limitation: data can only be used for declared purposes; cannot become a tool of general surveillance
- Driver rights: access, rectification, erasure (subject to limits of the legal retention obligation)
The EU Data Act (Reg. EU 2023/2854), applicable from September 2025, adds a piece: the fleet manager is “user” of the connected vehicle and has the right to access data generated by the G2V2 and telematics. What you can do with the data (beyond avoiding sanctions)
G2V2 data is the richest operational stream LCV fleets have ever had. Three uses that go beyond pure compliance:
1. More precise fleet KPIs

Data feeds next-day planning: each driver starts with a different residual hours budget, calculated on actual driving hours for the week. This eliminates “fresh driver” overestimation and prevents 561 violations.
3. CSRD and sustainability reporting
Structured GNSS data enables accurate calculation of the fleet’s Scope 1 emissions. For companies subject to CSRD reporting, this is first-quality material for sustainability reports.

Frequently asked questions
Can I outsource data download to a consultant?
Yes. An external consultant or authorised workshop can perform the download with the company card of the company (or a backup copy). The consultant becomes processor under GDPR and must be appointed with a specific agreement (DPA). The company remains controller and responsible for data retention.
Is the OEM platform (Fiat Connect, Mercedes Pro) enough for fleet management?
For Italian SMEs rarely. OEM platforms have functionality limited to the single manufacturer and do not easily integrate tachograph data with operational planning. For mixed fleets (Ducato + Master + Sprinter) multi-brand platforms are inevitably needed.
Is the .ddd file readable outside dedicated platforms?
In a limited way. The format is standard but software is needed (either dedicated software like Digital Tachograph Reader, or fleet management platforms) to interpret it. It is a binary file not readable at a glance.
What happens to a driver’s data when they leave the company?
Data relating to their activity during the employment relationship must be retained in compliance with legal obligations (1+ year) but is subject to purpose limitation: cannot be used for current management activities. The driver has the right to access and, after the legal term, to erasure on request.
Can I use tachograph data to evaluate driver performance?
Yes, but with caution. Performance evaluated on tachograph data must be consistent with the legal basis of processing (operational management, not individual surveillance). Companies that have integrated data into performance evaluations have typically trained drivers, explicitly communicated the metrics used and involved union representation where applicable.
Can I integrate G2V2 data with my current planning software?
