Low-emission zone (LEZ / ZTL)

A Low-Emission Zone (LEZ) and an Italian ZTL are both restricted-access urban areas, but with different logic. A LEZ controls what can enter based on the vehicle’s emissions class, excluding the most polluting vehicles. A ZTL (Zona a Traffico Limitato) controls who and when can drive in an area (typically historic centres), by time and category.

Why they matter for fleets

For urban deliveries, LEZ and ZTL define where and when vehicles can operate, with permits, time windows and fines. They shape last-mile planning and push towards low-emission or electric vehicles.

How to manage them

You need up-to-date zone data, rules by vehicle category, and planning that accounts for access and times. The 2026 restrictions and their impact on the electric transition are covered in ZTL, LEZ and new rules for urban deliveries.

FAQ

What’s the difference between a ZTL and a LEZ?

A ZTL limits access by time and category (often in historic centres); a LEZ limits access by the vehicle’s emissions class. An area can be subject to both.

How do you avoid LEZ/ZTL fines on deliveries?

By planning routes with up-to-date data on zones, times and permitted classes, and assigning compliant (low-emission or electric) vehicles to the most restrictive areas.
