CountEmissionsEU

CountEmissionsEU is the common name for Regulation (EU) 2026/1030 on accounting for greenhouse gas emissions from transport services. It does not require anyone to disclose their emissions. It sets out how they must be calculated whenever a figure is disclosed, whether under a contract, voluntarily, or because another law requires it.

Legislative path and dates

The regulation was adopted on 29 April 2026 and published in the Official Journal of the EU on 12 May 2026. It entered into force twenty days later, on 1 June 2026, and applies from 2 December 2030. A few provisions already apply from entry into force: those giving the Commission its implementing work and the EU database of default values, which it must set up by 2 December 2029.

What it requires

It covers transport services that start or end in the EU and applies to transport operators, transport service organisers, hub operators, data intermediaries, calculation tool and database developers, and conformity assessment bodies.

  • The common method is the 2023 edition of EN ISO 14083, and any emissions figure that is disclosed must be calculated that way.
  • Primary data, measured on the actual operation, comes first. Secondary data is allowed under the regulation’s conditions, for example when it comes from the EU database of default values.
  • A member state may make primary data mandatory for domestic operations by companies above a staff threshold set in national law, but not for cross-border operations or for SMEs.

For what changes in practice for a transport company, see CountEmissionsEU: what actually changes for freight operators.

FAQ

Is CountEmissionsEU mandatory?

Disclosing stays a choice unless another law requires it. The method, however, is binding: from 2 December 2030, any emissions figure for a transport service that is disclosed has to be calculated under the regulation.

How is it different from the CSRD?

The CSRD decides which companies must publish a sustainability report. CountEmissionsEU is about the method for calculating the emissions of a single transport service, whoever discloses them and for whatever reason.
